They are for different scenarios. You can't fix their subpar damage even if you do Severe over Heavy. Personas with multiple elemental types are nice but they offer a lot less damage for an SP issue that's fixable with consumables. Only Kaguya, Tsukuyomi, and Asterius have Severe elemental move that is unique to them. And in terms of Legacy DLC, OP is also iffy in the long run. Legacy DLC is free and available for everyone to download. You can fix SP with items but not damage. This lets you get to 2.5x, certainly a lot more than 1.875x. Go for broke, go for Mighty Gaze + Boost + Amp + Magic Ability. If you're going to do Severe, then you might as well optimize your damage.
